Vitalia Care Services delivers licensed residential and community-based support services for children and adults with intellectual and developmental disabilities — with cultural depth, linguistic access, and person-centered care at the core of everything we do.

Our Story

Every person deserves more than compliance.

Founded by Meleshew Agegnehu and licensed in October 2023, Vitalia Care Services was built on a clear conviction: individuals with intellectual and developmental disabilities — children and adults — deserve genuine support in settings that honor their identity, protect their connections, and speak their language.

Oregon has providers. It does not have enough providers who genuinely reflect the cultural backgrounds of the individuals who need them most. Vitalia was built to close that gap — starting with a children’s residential program, now expanded to include adult supported living and community living supports.

Meleshew Agegnehu founded Vitalia Care Services with a clear and personal conviction: that individuals with intellectual and developmental disabilities deserve more than a compliant placement — they deserve support that reflects who they are, communicates in their language, and treats them with genuine dignity and consistency.

As the Licensee of Record under Oregon rules, and the responsible party for Vitalia’s adult service endorsements, Meleshew holds direct accountability for the quality, safety, and compliance of all three of Vitalia’s endorsed programs. She brings a deep understanding of Oregon’s regulatory framework and the lived cultural realities of the families and individuals she serves.

Her background bridges professional human services experience with a personal commitment to culturally specific care — particularly for individuals and families from East African and Spanish-speaking communities who have historically been underserved by the existing care system. Under her leadership, Vitalia has built a multilingual team that delivers services in English, Spanish, Amharic, and Swahili across all three endorsed programs.
